Okay check the Network Adapter settings for speed. Right click on My Computer and select Manage. Go to Device Manager and right click on your Network adapter and select Properties. Click the Advanced tab, Select Link Speed and Duplex, make sure this is set to 100Mbps/Full Duplex. It might not hurt to compare all of the settings to one of the known good machines just to rule out any issues.

Try running network setup wizard or Internet wizard and choose different options each time to see any improvement. What are the firewall/security settings, and the settings in IE's or control panel Internet settings... set all to default or medium.
Run the same speed test after playing with above and look for improvement.
Call your Internet provider and ask to be led through the setup (hope you don't get a guy in India that barely speaks English!)--you might actually try this first.
The Chrome browser was recently rated the fastest, but you can do a search and get custom settings for Firefox that speed it up too. (Try Lifehacker.com)
Increase the system memory to the maximum, BTW what is the processor and its speed? Older machines don't handle modern browsers well. Try looking at your system monitor (contol-shift-escape?) including the CPU and networking panels.
Go into system options in control panel and play with the performance settings to up speed over graphics and check the paging file settings, perhaps double them or set for system optimized.
Sorry I'm not clearer here, been off the XP for a few months and on the Mac lately, but the above are some of the system tweaks you can do. Also get rid of services you don't need, remove unused programs, etc. Lifehacker has some good system tweaking advice.

Help with really slow Internet access ... but read the unique details first.Strange!
My Windows XP Media Center was a great computer but the Internet access only was really slow, including iTunes which is for the most part a web app. Network access is really fast, I have no issues seeing the computer from the three other machines in the house, or seeing machines from the XP box. In fact, when I have to download something it's faster to go to any other machine and download from that, SaveTo the slow XP machine.
The other day I blew away the OS with Windows 7. Which is quite nice BTW. But sure enough, after it was said and done, everything was fast including local network access EXCEPT web access. Slower than dialup.
I believe the cables are good in that I can transfer files via Windows networking. I believe the OS is ok in that it's fresh install. My only thing I haven't swapped out is the network card, but again with fast network transfers I'm at a loss as to why only Internet (or is that TCPIP) is so slow.

• Your answer wasn't correct but you got me thinking about Duplex and Speed. I think there is a pin missing or broken in my cable ... because when I changed the NIC to 10mbps full duplex it work really well. I don't think I'll miss the 100mbps on this computer (my kids) so it's solved for now!!!
PS I can't swap out the cable as we are using the cables that came with the house and they are all in the walls.

Suggest searching for 'broadband speed test' and pick a local but big name site, and run it on all computers to compare speed. Are all computers wired to the router in the same manner? Have you tried a different ethernet cable for this machine? Does the cable run near any electrical devices or power lines in parallel? Try running network setup wizard or Internet wizard and choose different options each time to see any improvement.
