Technology experience doesn't directly qualify you to do policy analysis, where the issues and ways of thinking are very different. However you can try applying for internships and jobs, and look at taking a specialist Masters course like this:

How can I work for a technology policy think tank, congressional representative, or lobby group?
I have a B.S. in Computer Science and years of professional experience as a software developer, but I'd like to apply this knowledge and passion for technology to the shaping of U.S. policy.
