Why is everybody putting sole blame on AT&T for 3GS upgrade?

Because it is up to AT&T to propose a subsidy and replacement plan that makes sense. Apple makes the cell phone and sets its sale price, it is not their fault if AT&T is not willing to push aggressive subsidies.
