The Japan leads the way article was very interesting:

1. Because Japan imports most of its fuel supply, it must use these expensive import efficiently. Japan uses 4,500 British thermal unit (BTUs) per US dollar, a standard for how efficient an economy is at using energy.
2. A country with very high GDP and little energy consumption is assumed to be very energy efficient.
3. A BTU, or British thermal unit, is the amount of heat energy needed to raise the temperature of one pound of water by one degree Fahrenheit.
4. Energy efficient countries by rank are Japan, Denmark, Hong Kong, Ireland, and Israel.
5. US energy efficiency is 9,000 BTUs per dollar of GDP.
6. China uses 35,000 BTUs per dollar of GDP.
7. Russia, Kazakhstan, Uzbekistan and Ukraine. Ukraine uses 138,000 BTUs of energy for every dollar of GDP

The US Department of Energy compiles statistics on energy production. Countries data is valid through 2006; during which the following countries produced the most energy: United States, followed by China, Russia, Saudi Arabia, Canada, and Iran. Additional data is available on energy production by source.
Productivity is measured in different ways - so you may want to define this comparison carefully.
