If I get your question right....and I hope I do....when you delete a file without Shift+Delete....that file goes to Recylcle Bin.From there....when you empty your Recycle Bin...its deleted for good. If you want to skip the "Empty Recycle Bin" step...just use Shift+Delete.

To remedy:
Open the recycle bin and right-click in its' window, select properties then make sure to select 'Custom size' in the dialogue that appears.

When I delete a file it works as shift+delete. i don't check it on recycle-been

I think the O.P. is saying that when deleting a file normally without holding shift, it's being deleted instantly rather than first appearing in the recycle bin. To remedy:
Open the recycle bin and right-click in its' window, select properties then make sure to select 'Custom size' in the dialogue that appears.
