I currently use Ubuntu and the best is Firefox which has a lot of add-ons. It comes with the Firefox 3.0.xx. If you want it faster then you could try installing Firefox 3.5. Here's a link to instructions: http://webupd8.blogspot.com/2009/06/firefox-35-rc-1-ubuntu-repository-deb.html . However, please note that the header for 3.5 will not be Firefox as it uses the development name so if you want to use a website that looks for the Firefox header, you might have some difficulties. Opera is another good choice. Or you may just wait for a couple more days as they are due to release a new version of Ubuntu on October which will surely have Firefox 3.5. HTH.

Well Firefox seems to be the most popular, but personally I find Opera quicker to run, and it handles everything so well. Firefox is getting a bit flabby and bloated, but Its still worth having... just set Opera as your default....
