It all started with the little anime site that could, 4-chan. It's a forum or messaging board that focuses on images. Each folder has its own topic for messages/images, be it anime, cute anime, cosplay, mecha, etc.
You're probably thinking specifically of /b/, which is the forum for random images. /b/ is the virtual gutter of the internet, where pictures are tossed about for maximum shock value. /b/ is the purveyor of the vilest of the vile images lurking on the internet, such as tubgirl, goatse, and 2 girls 1 cup. It’s like a rotten.com for the 21st century. Conversely, it is the source for nearly every popular meme on the internet current and former, from Rickrolling to LOLcats to All Your Base.
Some /b/-tards, as they are called, operate as Anonymous, a loose group of people who share similar disdain towards certain groups of people, such as people who take the Internet way too seriously, pro-censorship politicians, the RIAA/MPAA, and the Church of Scientology. Anonymous will occasionally prank or torment these groups in order to inconvenience them or make them furious so they can sit back and laugh at how angry they got.

4chan is an imageboard, people go there and post "lulzy" photos, the board has many sub boards each catering to a different topic, but most of the pranks originate from the /b/ board, the Random board. encyclopediadramatica.com is their version of wikipedia. NSFW BY ANY STANDARDS. MAHALO.

To reply to your question, yes, 4Chan is pretty much "old fashioned message board." However, back in the day, it was one of the first on which users could also post images. Much like Fark.com, 4Chan hasn't changed much since it began for the simple reason that most users are loyal and keep coming back despite the fact that newer sites may be flashier or more user-friendly.

I can't much add more to the very complete answers on this page except for 4chan is in the dark, forgotten corner of the internet where only the brave (or stupid) dare go. 4chan is an Internet Hate Machine :-D and terrorist haven!

Encyclopedia Dramatica calls 4chan the a-----e of the Internet. It's where LOLcats started as the edgier, funnier Caturdays, in which photos of cats (particularly on Saturday) were posted and captioned with forumspeak, which degenerated into the LOLspeak you now think is so clever.
