What is the smallest desktop PC that outputs Dual link DVI and can drive a 30inch monitor 2560 X 1200.

Can be integrated or accept low profile PCI-E card. Low performance usage only for web pages.

The smallest PC that meets your requirements would be a Mac Mini (running windows if you choose).

The Mac Mini is 6.5" x 6.5" x 2.0" whereas the Dell is larger in every respect (7.5" x 7.5" x 2.5"). The Mini also supports 2560x1200 and dual link dvi.
