This is really something of an opinion question.
However, I'll give mine.
When I design a website, I want everyone to be able to see it correctly, so I do one of two things... I created it a fixed width, centered, that will fit on most screens, or I design it so that it will resize properly no matter what their screen size is.
For smallest width I use 15" screens... some people still have them but most have 19" or above now. It would probably almost be safe to go up to a 17" standard.
So a table 600-700 pixels wide will work on most of the smaller screens... you might have an issue with some who view things larger because of their eyesight, but, let's face it, you will never have something that will work in every single possible variation.
I prefer to have the design resize rather than have the fixed width, as larger screens will have a lot of blank space on either side of your layout.
If you are running ads, you might need to go a little larger for larger banners if you are running fixed width.
