People will follow you hoping you have the application that auto follows in return so that you will hear what they are tweeting. A lot of marketers will do that trying to find people to market various products to.
Check them out first before following them in return. You can block the spammers.

When a person 'follows' you on twitter it means that they are subscribing to your tweets. Your updates will appear on your follower's homepage.
