This could be a really long answer... let me see if I can just touch on the basics and answer the exact questions you brought up.
Cloud Computing - the use of virtual resources over the internet which allow users access to scalable technology. (examples of cloud computer would be Google Docs, Internet Mail, Facebook Games... anything that feels like an application without the need to download anything to your computer)
Who uses it - Everyone can use it but the clouds are often broken up into Public Clouds (items used by the everyday masses) and Private Clouds (applications set up for corporations to use within their company but still put out on an intraweb instead of being installed on all company CPUs).
Why - This often allows users access to their data ANYWHERE they might be, home, at work, on the road. Not only that but older hardware can run these kind of cloud computing programs easier due to the lack of software running on the computer itself.

* It uses shared infrastructure to build economies of scale.
* It is metered and users pay according to usage.
* Most importantly, of course, it uses Internet technologies.
The concept generally incorporates combinations of the following:
* infrastructure as a service (IaaS)
* platform as a service (PaaS)
* software as a service (SaaS)
* Other recent (ca. 2007–09) technologies that rely on the Internet to satisfy the computing needs of users. Cloud computing services often provide common business applications online that are accessed from a web browser, while the software and data are stored on the servers.
