Click2call is essentially a way to have your computer dial a phone number for you.
This company Ethrix offers a way for customers to have the number dialed by an outside service.
Also, customers with internet phone lines (VoIP) can have their own desktop dial any number they have on their computer. Skype has a similar feature where any phone number on a web page becomes a link which the user can click, and skype will call that number.
