It's basically the same thing as it means regarding human diseases. If a file is quarantined, it means it gets isolated in an area where it cannot infect (or even affect) other files. It allows you to look at the file without running an application or infecting your computer.

Quarantine in computer term means "to put into a secluded folder". A type of location in the file system in which only "you" the user can restore it back to it's original place/location/folder. More often this term is used by anti-virus software to describe a location in which viruses are thrown in order to prevent more damage.
