Twitter is confusing and hard to use. how do you talk to other people?

You can't actually 'talk' to the people directly in Twitter. Twitter is a way to post short messages for other people (or selected) to see. It has a feature called "Direct Message" - which is kind of talking to people directly.

You can only Direct Message to someone who is following you.
