I'm based in New Zealand, is there a safe way of surfing anonymously to avoid our Government's Big Brother internet clobbering policies?

Try using one of the following operating systems. I have used both and find them both to be very stable and reliable for anonymity. I would recommend using an OS geared for anonymity rather than just running applications.

Anonym.OS
"kaos.theory's Anonym.OS LiveCD is a bootable live cd based on OpenBSD that provides a hardened operating environment whereby all ingress traffic is denied and all egress traffic is automatically and transparently encrypted and/or anonymized."

Incognito

Tor (or the onion router) is a fancy little way of staying anonymous online.

I don't know what type of problem you have in New Zealand but the free browser Google Chrome has an "anonymous" mode that might help.

Couple of products available. You can simply Google VPN as it can 'hide' your real IP Address. The free one is Hotspot Shield.

The catch: it installs toolbar.
