If the website is blocked due to a memory or handle leak you might be able to fix this by restarting the webserver. And in some cases a reboot might resolve the issue.

This depends on what you mean by 'unblocking' a werbsite. If you mean it is shielded on your PC because your employer has installed netnanny, websense or any other shielding software, you should really reconsider whether you want to try and 'break' that filter.
If they have a filter installed, they are very likely also monitoring web views, and any illegal usage can be reason for getting yourself fired.

If that's not the case, you could use www.zend2.com. It opens a webpage, in which you can add your own website. It opens the page 'as if' it is part of the zend2 page, acting as an anonymous proxy. It won't open all pages, but simple, non-flash pages won't be a problem.
