That would depend on your location.
The US currently has Google Voice available to users that have been invited to the service.

Google Voice issues a user a private telephone number for life that is then linked to their cell/mobile phones, home phones, office phones, etc. Once the account is created a user can log in and make a call from the website which Google Voice will then connect via a handset of your choice.

I know Skype is a good way to call and communicate through the internet, it's free. And by far the most popular one on the internet, Oprah uses it to video chat with celebrities and people around the world.

Another way to communicate online with mobile phones is by sending free texts through Yahoo mail. Just type "t" when you're in your inbox and a window show up, which you then enter the phone numbers.
