how to cancel membership at wordpress?

Unfortunately, you can't cancel it. You can only make it inactive.

According to Wordpress.com FAQ:
There is no way to delete WordPress.com accounts. The FAQ suggest to make the account inactive.

If the blog needs to be deleted, in your dashboard go to Settings > Delete Blog.
