There's two types of rate-limiting for Twitter's REST API: per IP (unauthenticated requests) and per account (authenticated requests). If you have whitelisting status on an IP, that takes precedence over account rate limits. The Search API on the other hand has IP rate limiting but it varies depending on the load.
