The type of URL you are referring to is commonly called a "vanity url" (i.e. because the URL is often chosen to contain a person's name directly).
Facebook does not currently offer such URLs to most people, although a few well-known people have recently (as of March 2009) received them (including Kevin Rose, Ashton Kutcher, and Demi Moore).
This has led to speculation that Facebook may soon be offering this option on a broader basis (e.g. see the article by Michael Arrington reference below). So the answer is that you can't yet get a vanity URL, but stay tuned, because you may (or may not) soon be able to.
