One would be to contact you isp and request a faster service.
Two switch from wireless to a direct line to a modem.
Three if your a direct line already switch away from a hub to a direct line to the modem.
Four the company may have capped your speed for downloading illegal items or too much... call and request the uncap.

You service provider may have a different plan for you to purchase that is a faster speed. Also some areas need filters on their phone lines to use broadband.

Follow the steps :

Step 1
Open Internet Explorer and select "Tools" from the list of choices at the top of the window.

Step 2
Click on "Internet Options" and then select the tab labeled "General."

Step 3
Choose the "Temporary Internet Files" or "Browsing History" section if you are using a newer version of Explorer, and then select the button labeled "Settings."

Step 4
Adjust the amount of disk space that is being used, increasing it in order to speed up the rate at which Explorer accesses websites that you have previously visited.

Step 5
Click "OK" twice and you are finished.
