Most solar cells are made from silicon. The process of manufacturing it can produce waste which damages the environment. Some of the newer solar cells use toxic materials:

The manufacture of ANYTHING impacts the environment negatively.

You could argue either way on things made by hand from renewal resources. ( as long as fire is not involved )

Even farming with an Oxen and a woden plow damages the environment.

I wouldn't say the manufacture of ANYTHING impacts the environment negatively.
And the point is if making solar panels does more damage than using conventional energy sources.
