No, I don't believe that the Google Ad Manager has a limit on the number of impressions.
I went all through the Google Ad Manager FAQ's and forum looking for a reference however I couldn't find any references to an upper limit.
Since the Google Ad Manager is in active beta right now, I suspect that limits are being calculated and defined. It is entirely possible that there won't be a limit as the bandwidth and resources consumed are of less value than the statistical data Google has insight into with the Ad Manager.
Since I can't find a source to back-up my assumption, it would be best to contact your oogle account rep to be sure.

Your overall spending is controlled by setting a daily budget, i.e. a limit on the amount spent per day.
There are no hidden fees (other than VAT).

Google charges on a "Cost per Click" basis – as we said before, you only pay for each clickthrough to your website from Google’s. You don’t pay for "impressions" (number of times someone views your ad) – so you really are paying by results.Your overall spending is controlled by setting a daily budget, i.e. a limit on the amount spent per day.
There are no hidden fees (other than VAT).
