Does Facebook offer options to customize your profile the MySpace does?

Yes and no.
Facebook doesn't give you the opportunity to completely customize your background image, use templates, etc. the way myspace does.
However, there are all kinds of 'apps' on facebook now that you can add to your profile to customize it. For example, there is a DJ app so you can have a music player on your profile. There is a 'pieces of flair' app where people can give each other buttons with different images, clever sayings, etc. There is an app where random quotes from 'The Office' will come up in a box on your profile when people visit it.
I could go on and on about the different applications, but there are so many it would take me a long long time..my suggestion would be to check them out on facebook itself, because there is a wide variety of things you can add to your profile.

The short answer is no, Facebook does not offer you the ability to customize your profile to the extent that MySpace does. Many users of Facebook view this as a positive thing since the extensive control MySpace grants users generally leads to more pages that "hurt the eyes" than ones that are pleasing to view.
While Facebook does let you customize things to a degree, you're generally assured of a white background with the Facebook blue, and a page that is fairly uncluttered. Some of the apps such as SuperWall, etc. allow friends to post videos and graphics to your wall, however many users eschew this app for this same reason. Personally, I've become a fan of the spare look Facebook offers, even though I've had some very nice MySpace pages made for me by a friend over the years.
