Absolutely not. The circuit is completely different. When plugged in the power is generally all switched to the battery but makes your phone think that it has a full 100% charge. The only phone that reacts differently, in terms of screen brightness, etc is the iPhone since the software is built around a power saving mechanism.

Does charging your cell phone while using it make it work better? Does it make a difference if it's plugged in with 10% battery vs. 90%?
Do features (ie. mobile Internet) work better or faster while being charged?
