Hewlett-Packard makes some of the best and most inexpensive printers on the market today.
Just in the last few weeks I was looking to replace my Brother HL-1450 and I ended up buying a Brother HL 2140.
Both are black laser printers and the 2140 cost me under $50 including shipping.
If you don't need color I highly recommend getting a laser printer. For the cost and hassle of dealing with color ink cartridges you can go to walmart and print a few hundred pictures.
Personally, I chose to buy my printer from newegg.com because I like their customer service. They also have good reviews because more tech minded people tend to shop there.

I would suggest the Canon Pixma MP470, it's a multifunction printer, but it retails under $100. I recently bought one, and I love it. I did a lot of research before buying and I read nothing but good reviews on it. The Samsung above is a good recommendation, but I would get the N model that has a built in ethernet port. You can put it anywhere and just run cable to your router or hub. Other family and visiting friends can access it too.
This is actually very easy. Go to a department store and look for the average cost of a triple ink cartridge. Then go to the next aisle and look at their printers. They are going to have 2-3 printers that will cost almost the same as the average for a full triple cartridge, or a little bit less.
That's your worst case scenario.
Say you find your worst case scenario is $35, this means that for $30-$35 you'll be able to get a printer that probably won't work long enough to drain the ink of a full cartridge set. If you can afford more than that, great. If not, you will still get a usable printer for very little money. When the ink runs dry, you can either get another cartridge, or the new version of the same printer.
Now, let's say you can go as high up as $100. If that is the case, you can probably afford a really decent black and white laser printer. Both Samsung and Brother usually have an entry level model at right under $100. The cool thing about those is that you can use recycled toner cartridges, which won't cost you as much as the printer.
By the way, you can't go wrong with the ML-series Samsung recommended above, I had one and it was a really good printer and it was dirt cheap.

From my old days in the field, I noticed one thing - newer printers seem to be garbage, just worse and worse, and the old laser printers seemed to be overengineered. Kind of how Mercedes overengineered the S Class until the year 2000, selling the name over the quality (of course the new S Class goes back to Mercedes' roots).
Point being, one of the greatest printers ever made is the HP LaserJet 1100.
What a beast. They go for peanuts on eBay, the toners are widely available (since most companies that own them pay to have the rubber replaced rather than scrapping them). Just make sure you get one that has been repaired and comes with a new toner.
