That let's you install apps from other sources than the android market. Just browse your way to the .apk file through the webbrowser and it will download and install.
You can also push the app over to your phone over USB but I haven't managed to get that to work for myself. Probably because I'm using the Windows 7 RC and there's no android phone driver for it, I don't need it though because I'm not a developer.
The dev phone isn't needed to develop apps. It's just that the bootloader is open for your own images of the operation system. All the app development is the same on both the dev phone and the retail device.

For now, you can use four to five applications before the browser has to re-fetch data on the web page. Programmers will soon take advantage of the background processing power.
Google hopes to multiply that by drawing upon the collective energy of outside contributors to the project. See where it takes you. I hope the links are helpful.

Does anyone know if you can make and load up home-made apps onto a Rogers-locked G1 Android phone?
I was thinking of getting the G1 from Rogers on its release on June 2nd and was wondering if you can load non-market apps onto it. i want to develop some software but this G1 won't be jail broken. Is there a way to bypass this? What can I do?

Extra Bonus M2$: Will this work even though it's locked to a courier? + Since the dev phone has a bootloader to run your own image files, will I still be able to install Cupcake 1.5?

I don't know and Rogers hasn't released any details yet. If Roger's past behavior in any prediction I wouldn't bet on being able to run homebrew apps on the G1. If they were going to make it easy they probably would have announced their new spirit of openness by now. I think we will just have to wait and see. How much do you want to bet that their data plan pricing gives you nosebleeds? Rogers home of the low caps because too much data makes you dizzy.

I've heard of some T-Mobile firmware exploits used to get open apps onto the G1 and I was hoping someone could confirm that the same thing is possible with Rogers.
I really hope they finally come out with an Unlimited Plan, or else I'll have to get the $70 2GB/month plan.

The Android Open Source Project site includes a project list, a feature description, guides to the roles people can have in the project and how to contribute, and of course the Android source code itself. For now, you can use four to five applications before the browser has to re-fetch data on the web page. Programmers will soon take advantage of the background processing power.
