1. Go to paypal.com
2. Click on "Sign Up" under the login field
3. Select Country
4. Select Language
5. Select your account type; I recommend the personal for beginners
6. Fill in Personal info: Email, Password, Name, Address, Credit Card Account, etc.
7. Have Fun!!!
Additional: For security always make sure that you are in fact at paypal.com and that the page is encrypted and digitally signed when entering personal info or login/password data (URL: will contain https and a lock). Make sure your password is strong (using non-dictionary terms, numbers, and symbols). For additional security you can buy a security token from Paypal that is a Verisign product that has a psuedo-random number that you must have to log-in every time this number changes every 30 seconds.
Notes: You can always upgrade you account which is handy if you need to sell and accept credit cards.

Also, I would recommend getting the PayPal debit card once you've signed up for an account. This way you'll have instant access to your PayPal money. Otherwise, you have to way 3-4 business days for it to transfer from PayPal to your bank account. Also, when you use your PayPal debit card, you don't have to worry about not having enough money in your PayPal account - if you're short, it just takes the difference from you bank account -- and it doesn't charge any fees for this. I love my PayPal debit card!
