You can break into the web scene by doing a few things: on Digg.com, work to become one of the "power" users. Those are the people who, somehow, get the latest breaking stories up on digg.com before anyone else. They also have a large network of other power users who help each other digg their respective stories.

Another way is to blog or have your own domain and have some sort of viral content. Then submit this to digg, reddit, forums, in hopes of catching some attention.

Lastly, you could troll popular sites and be "infamous." This is rather self-degrading to your online reputation but builds one nonetheless.
