Further analysis of the Canadian comScore Advertising Networks data shows that ValueClick reaches 77.6 percent of all users over 18 years of age, and 81.4 percent of the coveted 18-34 male demographic. The data also confirms that ValueClick reaches a well-educated, affluent audience, including 80.9 percent of Internet users with a household income above CAD $100,000 and 81.5 percent of users with a graduate degree. You should deeply think about what the majority of the people who make up your Canadian traffic want. Make a list - a long list - and trim it down to the top 10. Then, make a list of all ad networks that have offers, products or payouts in your top 10.
Then, setup a geo based traffic maximization script. This script should alternate between several offers or ad networks (your top 10) in the same location / format.
For example, a couple of good ad networks only offer text links. So use BOTH of those ad networks and let your users tell you what works out the best. Don't rely what other folks say; not because they're wrong but because their traffic is different than yours.
LOCATION:
Your traffic productivity script should take into account the geographical area of each visitor and record which offers / ad networks are the most productive for each user. Then the script should automatically display ads to visitors for that geographical area in the most productive ad networks more often.
So it's not neccisarily about the "best" ad network. It's about the best offers and knowing for yourself exactly what your specific group of users responds to.
FORMAT:
Your script should carefully measure the clicks and conversions on these ads and display the ones that are more productive more often and also show different offers to people who have converted or clicked (a few times) on one to maximize your efforts.

I've heard ok thinks about casalemedia, but honestly I've had better luck with google adsense than any other group for canada impressions. Depending on your content (electronics?) you might also want to check out widgetbucks.com. They are really good if your content fits theirs, which is electronics like phones, radios, entertainment systems, and general entertainment electronics.
