Do you have a social networking strategy for your company?
If not, that's the place to start.
If you need help forming a social networking strategy, often different people are best at forming a strategy and completing the work. However, if you're at all tech savvy (or under 35 with some free time), you may be better prepared to form a social networking strategy for your company than anyone else. After all, who knows your business better than you do?

After you have a strategy, I recommend that you take care of managing it for at least a couple of weeks. It is a lot of work and sometimes even feels like a waste of time in contrast to other tasks. However, if you know what it takes to execute your strategy, you'll be better much better prepared to hire someone. You'll know exactly what to expect, what a "good job" is and importantly, how much the tasks are worth to you in contrast of time based labor.

To answer the core of your question, "where to find someone"....
I would look to the networks themselves. Remember that social networking is about communication. Communication (in any form) starts by listening. So, listen to what social marketers are saying and what they're doing. When you find a few that you like, reach out to them and ask for their assistance.
While it's possible to obtain exceptionally cheap outsourced labor to complete a list of tasks like updating all of your social network accounts, you really need someone who can represent your company and who can think for themselves to push your brand and business online. You'll also be surprised at how inexpensive hiring a "social media expert" can be.

Last, reward based on performance. If you've taken my advice than you have a clear strategy and know what is required. Rewards don't have to be monetary and in today's online world, just saying "great job reaching 2000 followers I appreciate your work" can go a long way.
Money however is what makes the world go around (or so I've heard). So if possible, define real goals. If you have a tangible product that you can track and reach a certain number of referrals from the social networks, it would be very motivating for your social network manager to receive (even a little) bonus in addition to some kudos.

You can post your project for free on both of these sites. The freelancer pays when they are paid, allowing you the control to make sure the work is done to your standards. At the end of the project, the freelancer can rate you and you can rate the freelancer.

Are there any freelancers or firms that specialize in managing social media pages for businesses?
eg, facebook, myspace, twitter, linkedin, youtube profiles, its all too much to keep track of -- let along staying on top of new social media sites that crop up every week.
we have recently bounced around the idea of hiring an outsider to create our social media pages, promote them, and help maintain them.
Is anyone out there doing this?

Yes, there are plenty of companies that assist with this. Sometimes these are big firms or small companies that assist you with handling a social media page for a business. Marketing companies like Mr. Youth do this sort of thing to my knowledge. Check out http://www.mryouth.com I'm sure you can find more if you search around the Web.

A followup question would be: can you recommend a model for social media properties? Eg, any case studies on what other companies did and the results they found?
Having case studies of of models that have worked would be really valuable. This would be my first request of any social media marketing person that you hire. Even if they don't have a real case study and had to make one up, this would be an excellent way to evaluate their skills and get their input on what direction they think you should take.
