Google certainly wont have any unreasonable limits on the amount of people that can complete a survey.
I remember Jason Calacanis actually used Google forms when he advertised signing up for initial private beta testing of Mahalo Answers. He later said that 2500 people had applied. So you wont have any problems with 250.

Know a good site for creating free surveys/ questionnaires and which allows you to export data to Google Docs?
I need to give a survey to about 250 students so a trial version for only 50 respondents would be of no use for me. Thanks, trusty Mahaloans!
UPDATE: Okay, so I just found out that the Forms function in Google Docs allows you to create a survey. If you have any tips or advice using Forms, that would be great. I'd be interested to know if there's a limit on the number of people who can complete a published survey.

Thanks. I checked out the site and it appears that Survey Monkey offers a limited free version. Only 100 respondents and 10 questions. Here's their pricing page.
