Do states that are late with their refunds have to pay a fee to citizens?

When citizens are late with their taxes, they have to pay a penalty. Why doesn't it work in reverse order?

How do you define "late"? There is no deadline, guaranteed nor implied, for when state tax agencies have to give you your tax refund. So how can they be "late"?

Good question.

I think they should. In the event of an IOU that is given out.There should be an interest fee paid to the citizen.
