Jon Stewart has a tendency to talk over people too. In fact, most interviewers seem to do that, including Conan O'Brien and the various pundits. But in the case of guys who are actually doing comedy shows, I think it has a lot to do with the fact that Colbert, Stewart and O'Brien need to make sure the show stays funny. And despite how interesting anything anybody has to say might be, they need to keep the comedy going or risk losing their viewers.
So I don't think Colbert has become a worse interviewer so much as maybe more conscious of how long the lulls between jokes last.

From this perspective, Colbert's interviewees should stop talking when Stephen speaks and not vise versa.
From the recent episodes I have seen the people being interviewed all seem to expect to be interrupted and so I don't see a problem or any sign that Stephen is becoming a worse interviewer.

Has Stephen Colbert become a worse interviewer?
For a little while, Stephen Colbert had the problem that he would talk
completely over his interviewees. He stopped a little bit, but now he seems
to be doing it a lot more. I thought I was just getting bored with the show,
but now I'm wondering if he's actually sucking out.

So I don't think Colbert has become a worse interviewer so much as maybe more conscious of how long the lulls between jokes last.

That's a good assessment actually, it should also be noted that Stephen Colbert show is a parody of Bill O'Reilly's program, if he is talking over somebody and acting like an idiot, its because it's part of his act.

As a law student I have been taught that when a judge speaks I am to shut up regardless of whether I am in the middle of a sentence. The same applies on a job interview if someone is asking me a question. From this perspective, Colbert's interviewees should stop talking when Stephen speaks and not vise versa.

I don't know if I agree with this specifically for Steven Colbert. I feel like he talks a LOT.
