For countries within the World Health Organization sphere of influence, Phases 5 and 6 are the "top levels" of the ranking system and are similar. In Phase 5, human-to-human transmission into at least two countries. Phase 6 is signals the involvement of at least one other country and indicates that "a global pandemic is underway."
