That being said the rule of thumb is do not give a personal gift in particular anything that touches her body - soaps, bath beads, lotions etc.
Flowers can be tricky too.
The best thing to do is to give her a gift of food or sweets that she can share with her co-workers if she wants to.

M$Chocolates are a little too romantic, IMHO, and flowers are right out. I'd suggest maybe a small stuffed animal (beanie baby style) or perhaps a nice cheese, like a Parmesan. Or, you say books, see what you have at home that fits her style of reading (sci-fi, mystery, romance, etc) and just offer to let her borrow your book b/c you think she might like it.

You are very nice to think of her but you need to keep in mind that you are not thinking for yourself. It would be great of course if you two could strike a flame but that should not be your intention here. I could tell you of how many men I pined over that were not worth it, then I found one who "clicked." I still value the friendship of the others, but was glad I did not press romance when it would not have been the best choice.

M$I would suggest Oxfam America. They have "gifts" which include animals you can give to needy families such as a dozen chicks, a sheep, a goat etc. The dozen chicks for example is $40 and they're given to an HIV/AIDS affected household as a starter flock to allow them to have eggs for nutrition and also generate income.
They have some nice pictures so you could print it out, put it in an envelope and then give a small matching stuffed animal. The stuffed animal could symbolize the more meaningful gift and be a small gift to enjoy looking at.

M$But animals could be easy. My first thought is an animal-themed picture frame. I got one a few years ago, it's a 3-D design with cheetahs laying in the grass and a little snow globe in the corner. I love it! If you know what a beloved pet or a dream pet of hers is, you could try to find one with a design that resembles it.
If picture frames aren't her thing... maybe a figurine that she could put on her desk. Definitely no stuffed animals, that falls into the same category as chocolate. Tying into the book interest, maybe a book about her favorite type of animal. Or a subscription to a magazine about her favorite animal. Tying into the food theme, be silly and do something with animal crackers.
I'm all out of ideas, but hopefully one of those will spark something for you. I know you want to be romantic and sweet, but it's already romantic and sweet that you remember her birthday and care about her interests. Too much of the romantic and sweet and, if she really doesn't feel the same way, I think you'd run the risk of scaring her off.
