What was Janet Jackson's wardrobe supposed to do instead of "malfunctioning"?

We've all seen the Janet Jackson wardrobe malfunction. If it had not malfunctioned, what would have happened? What was that wardrobe's function

I don't think it was suppose to do anything except just be clothing.

I don't think we really know, but Janet Jackson's people claimed that it was supposed to tear away and reveal another layer, not her breast. This seems unlikely, however, considering how her breast was adorned.
