First, I think that the person who logged in their answer first should win (otherwise someone could have just copied someone else's answer). unless two answers registered within 5 minutes of each other.
Second, what happens if no one wins? Is it whomever comes closest? Then, I could see splitting the tip.

@cherman That's your opinion. However, that is not the purpose of ranking an answer helpful/unhelpful and Jason has said their will be penalties for people who abuse it. And FYI, clicking on someone's answer because you're "tired of them showing off" is an abuse of the system. I get tired of people who are so urgent to click "no" but never click "yes". You admitted to clicking no on my answer, but I only see one "yes" clicked--and somehow I don't think that you clicked that answer. That type of attitude is not helpful and in someways, gaming as you are more focused on bringing people down then raising them up.
cherman, I think its you who is showing off, pretty soon people who are abusing the system and pressing that no button because they think its funny or are trying to game the system are going to find themselves on the other side of the isle.
This system of rating peoples posts seriously needs to be reconsidered, I think that only those of the same belt should be able to mod people's posts down.
