Looking at their roster, here are their guards and stats from last season
Bobby Brown, 5.3 points per game, 1.7 assists per game, 0.9 turnovers per game
Randy Foye 16.3 ppg, 4.3 apg, 2.1 tpg
Kevin Ollie 4.0 ppg, 2.3 apg, 0.7 tpg
Sebastian Telfair 9.8 ppg, 4.6 apg, 1.95 tpg
Looking at these numbers, it's clear they need a point guard. Foye scores, but he's a shooting guard. The point guard needs to have a high number of assists and low number of turnovers. 4.6 assists per game is not good enough for the high assist man on the team. Look at the great point guards up around 7, 8 and 9 assists per game.
They must be thinking between one of the two draft picks, they will come up with a good starting point guard.

Rubio is a proven professional who played against the USA in the Gold Medal game in the Beijing Olympics. Many don’t realize that he led the Spanish League in steals last year and has a 7 ft. Wingspan.
Flynn is an excellent defender. He also is strong, has a 6′4 wingspan athlete and plays "long"

Why did the Minnesota Timberwolves draft two point guards with consecutive picks?
They drafted Ricky Rubio and Johnny Flynn, is one of them going to get traded, are they assuming Rubio will not play for a few years?

Yes, that is true, which makes even more sense why they would need another guard. Their situation at point guard has been grim

They will probably trade Ricky Rubio, who was too good not to pick at 5-6. He doesn't want to play there and has the option of staying in Europe. They will swear up and down that they won't be trading him, but look for something to happen after July 1, when more players become eligible to trade.

Timberwolves GM obviously feels that both Ricky Rubio and Jonny Flynn have a chance of being starters/stars in the NBA. It wasn’t until late Thursday afternoon that Minnesota thought there was a chance Ricky Rubio might be available for us at No. 5. With the sixth pick, they selected Jonny Flynn. The Timberwolves must believe that, together, the team will have one of the most dynamic defensive backcourts in the NBA. First, from a drafting standpoint, teams want to select players in the top 10 of the NBA Draft who they think have a chance to be starters. You do not use the fifth and sixth picks to select rotation players. Who else did they have to pick from? Jordan Hill has bust written all over him. Stephen Curry is just as short as Flynn and cannot create his own shot , Mitch Richmond. DeRozan and Henderson would have been picked too high at 6. Jennings didn't play that well in Italy. Rubio is a proven professional who played against the USA in the Gold Medal game in the Beijing Olympics. Many don’t realize that he led the Spanish League in steals last year and has a 7 ft. Wingspan.
