We are tending toward a culture of prevention, perhaps brought on by litigation and anger at life's unpreventable tragedies. Unfortunately, bad things happen, and there is not always someone to blame. However, with strict laws and safety measures, if someone gets hurt, nearly always someone can be sued: the equipment manufacturers, the opposing team members, the officials, etc.
It's the same logic behind crime prevention rather than law enforcement. We wish to make it impossible for someone to hurt somebody else, rather than merely punish those who do. I don't want anyone hurt, but when something bad happens, people need to be willing to accept that not all pain and tragedy is preventable.

what is your opinion about this statement?
today, many sports are becoming increasingly regulated to improve safety standards.however,for some people,this is not enough and they would rather see some dangerous sports like boxing,banned completely.

Some people should stay at home and hide under the bed sheets. What is going to be banned next, skiing? People die skiing every week it seems. Mountain climbing is another nice dangerous "sport". I think that anything could be considered dangerous if done without some thought towards safety, but without some element of danger alot of "recreational" activities and sports would not have the same allure for many.

But it is kind of strange that we would ban dogfighting and cockfighting while okaying a sport that has done so much damage to Muhammad Ali.
