Get one with a name brand front shock - Manitou, Rock Shox or Marzocchi - if you can.

Steel is good if you can find one in that price range....but aluminum will probably be your only choices...at that price point.

Get disk brakes if you can... but if you have to give up something... that won´t change your riding that much... they do stop better... and more reliable in wet stuff too. Really cheap disc brakes are worthless (probably on a bike with list price below US $300 I would stay away from discs - but if you find a US $400 bike on sale for US $299 go for it).
