Manny Pacquiao is going to win an easy fight. It will be a bull vs. matador fight. Cotto has the power advantage but manny is way faster, especially with his foot speed. Cotto is also still psychologically damaged from his Margarito fight. He has a new inexperienced trainer who isn't up to this challenge. He also will be sapped of energy because he agreed to fight at a lower weight and he is a big welter weight. Clottey has exposed him as a very vulnerable fighter with not a lot of energy.

One additional note...Cotto is the bigger stronger guy and one may wonder if Pacquiao can take his blows. But Pac is not crazy, with his foot speed he will just roam around the ring, use his quickness to dodge, and avoid punches, and in the end it's going to exhaust Cotto, therefore I think in the end the fight will belong to pacquiao.
