If Tiger Woods passes Jack Nicklaus 18 professional majors, does that make him the best of all time? Or is he already all time best?
I don't like comparing players from different eras but have to here. First of all Nicklaus himself gives Tiger the edge in short game, even in iron play and himself the edge in overall driving when both in their prime. My argument is that today there are more good players BUT less top of the line players to challenge Tiger. When Nicklaus was in his prime, the fields weren't as deep but there were a strong group of players that contended week in and week out.. Palmer, Player, then Watson, Weiskopf, Miller (for a few seasons), Trevino. Lots of combined majors and overall victories in that group. Tigers competition, Mickelson, Singh, Goosen, Els, ummm Garcia?? ummm Furyk??

Yes. Tiger Woods is already alll time best.
At the age of 34, Mr Woods has been awarded PGA Player of the Year a record nine times. Also, he has held the number one position in the world rankings for the most consecutive weeks (for the last 212 weeks) and for the greatest total number of weeks (for a total of 554 weeks).

Looking at the current group of Golfers in this world, there is no one that can get close to what he has achieved - Not Phil, Not Garcia, Not VJ. To make golf a more interesting sports, we seriously need a few very strong challengers to compete with Tiger.
At this moment, the only player that can defeat Tiger is himself.

You just made my point by saying there are no strong challengers to compete with Tiger. Nicklaus had that competition with those Hall of Fame players, maybe with that strong competition that Nicklaus had, Tiger wouldn't have nearly as many wins. So you argued for Nicklaus without even realizing it.
