The 7-person Foreign Feature Nominating Committee included Committee Chair, President,
Creative Affairs of Kimmel International, Bingham Ray; director, Carlos Bolado; writer/directors Neil LaBute and Ramin Bahrani; actor/producer/director Gael Garcia Bernal; U.S. editor of Screen
International Mike Goodridge; talent manager Marie-Therese Guirgis; and Boston Globe Film Critic Wesley Morris.

According to the Independent Spirit Awards website, there is a nominating committee for each category of award: http://www.spiritawards.com/nominees
The nominating committees they list are American Narrative Committee, Documentary Committee, Foreign Committee, Truer Than Fiction Award Committee, Producer’s Award Committee, Someone to Watch Award Committee.
