I realize your question has been here for quite some time but I just came across it today and wanted to comment. Free appropriate Public Education is what you are looking for. You will become your child's greatest advocate because you know them better than anyone. However, the challenge ahead of you wont be an easy one. You should become familiar with your states rules regarding homebound education, the IEP program and become acquainted with any educational advocate in your area who may offer you tips and advice on how to proceed.

1) children immune system changes 3 times!
FIRST time - at 3-4 years!
SECOND time - at ~12-14 years!
THIRD time - at ~22-24 years!
a was borned with HPV in my throat too! and those are not genital warts anymore in throat - those are throat warts (mutation) and those warts are not STD anymore and also those are not contagious!!!
trust me -every thing will be fine! and surgeries will become
less frequently and less frequently ! for example every 6 month!
all you have to do is to BUILD UP HIS IMMUNE SYSTEM ! do all you can ! and it is possible that warts can disappear even after 2 years!
i went through all of this by myself and everything is wonderful! :))

With a 3 year old with HPV, what are the educational impacts for her learning?
This child cannot attend daycare or preschool because of her immune system being down. She also has to have surgery every 6 weeks for the rest of her life to remove genital warts from her throat to ensure she doesn't get her airway blocked. She doesn't evidence developmental delays, but because she can't attend school or preschool she will not receive educational instruction except through some type of homebound service which is not the same as being in school
