Spark between two wires

My dad says the LRC or RLC will resist it down to nothing alone. That a ballast will kick that voltage up and would probably work.
The resister is cutting down the circuit, and you need a big surge to make it spark. So that ballast should help with that. If your allowed to use more battery than one, you can line them up. It makes them stronger. Like in a row like inside a flashlight. If the ballast doesn't work, you will have to find some other sort of transformer or manual generator. I asked my dad and brother, and they couldn't think of anything off the top of their head that would work other than those things.
He did say to be careful and to do it at your own risk.
