Somebody told me that "Courtesy Costs Nothing" a Winston Churchill quote, is that true?

No.
It is an old proverb. The origin seems to lie in the quote "Civility costs nothing, and buys everything." from a writing by Lady Mary Wortley Montagu (15 May 1689 – 21 August 1762). This familiar quote turned into a proverb and sometimes "civility" is changed to "courtesy" and sometimes the rest of the sentence is left out.
You will find that frequently quotes from near-forgotten authors and sayings of popular "wisdom" intended to convince people to behave better get attributed to more recent and more famous people. Einstein, Lincoln, Ben Franklin, etc. were all great people and that makes some folks think they are fair game to use to provide extra, undeserved authority for something those folks are pushing.

Thanks for clarifying. I was waiting in line at Best Buy and my line was super slow. This older gentleman behind me said "Courtesy Costs Nothing" and that I should go ahead of him because I had been waiting longer. Then he told me that was Churchill quote.
Whats funny is that the three people before him knew i had been waiting longer than any of them. It was the tattooed biker that let me go before him. Nice guy, a Harley driver of course.
