Jasmine rice has a slightly aromatic sweet flavor. It can be used, but it'll change the consistency and slightly impact the flavor of your rolls.
Also, don't be afraid to talk to your local grocer. Usually, all they need is a single customer to order and stock a case of something unusual but popular. Both Rice Vinegar and small, thin sushi rice would be easy for him or her to order.

Jasmine rice is 'long grain' so it wont work. Long grain is not sticky. You need a short grain rice for that sticky texture.
If you cant find Japanese rice. Calrose rice works well with sushi rice. If thats still not available, any good quality short grain rice can be used as substitute.
