What's the best utility to transform video clips (AVI, MPG, WMV, etc) into animated GIFs?

I've got some clips I want to convert into looping GIFs. What utilities are best for this? Relatively lossless compression would be a plus too.

There are a couple of good options.

AVD Video Processor. It's not free but you can download a free trial.

Gickr.com will transform videoclips from Youtube into animated Gifs. So it's an easy option if your videos are already on youtube.

Gifninja.com is a free online tool that converts your video to gif
