Did you check "The Gimp"?

It's very complete, very similar to other graphics editors that you have used before and Open source.
The only detail is that you should be sure to save your finished work in the format that you want, let alone The Gimp saves in an Open Source format that I don't like.

That said, I don't believe fixing up your image will be easy; you've got some serious noise issues for example. I have some experience in this with Photoshop, if you want to get in touch with me back channel, though only the advice is free.

Ok - Graphics Editor People
I Need a better ( free ) editor.
I have an old photo (1891) It is a street scene I want to enhance it slightly.
I need an editor that will divide each existing pixle into four pixels.
Imagine a single pane window being replaced with a four pane window.
I have MAC and PC so I can use most anything.
Any one know a program that can do this.

To do what you describe, you'll need an editor to resize the image up 200% using a "Nearest Neighbor" resampling algorithim. Paint.net will do this if you select Nearest Neighbor from the resampling dropdown. There isn't a way I know of to do this without making the image larger. That said, I don't believe fixing up your image will be easy; you've got some serious noise issues for example. I agree with you in that respect, actauly. If it were me I would do some serious cleanup on the grain from the print before trying to resample the image. However I don't know of any free tools with noise reduction as good as Photoshop's and even those tend to be rather blunt edged.
